Justice.
Investigators reported that on May 21, 2002, Lynch arrived at an elderly female’s residence in Elverson Boro, Chester County and demanded $800 for fixing her roof. The woman provided him with a check, but the work was never done. It was soon discovered that the Pennsylvania State Police in Waynesburg, Greene County and the Limerick Police Department in Montgomery County wanted Lynch for the same offenses.
